Minutes of the New York Wing Cadet Advisory Council meeting held on 29 March 2003 at Mid-East Group Headquarters.

NOTE:  THESE MINUTES ARE A REPORT OF DISCUSSIONS BY CADET DELEGATES.  NO ACTION IS TO BE TAKEN AS A RESULT OF ANYTHING PRINTED HEREIN (EXCEPT FURTHER DISCUSSIONS BY UNIT CAC's).  ALL CHANGES MADE WILL BE MADE THROUGH PROPER CHANNELS.

 

CALL TO ORDER: The motion to begin the 29 March 2003 meeting of the New York Wing’s Cadet Advisory Council was made by Paul F. Dolce, C/Major, CAP and seconded by Nathan A. King, C/Major, CAP at 1320 hrs.  The Pledge of Allegiance was said, and a moment of silence was observed for all past and present POW/MIA’s. 

-Note- A new NYWG CAC Recorder has been appointed to the position

- The new recorder is C/2Lt Matthew Groff by appointment of the NYWG CAC Chair C/Maj Paul Dolce

Review of CAC Minutes of 23 November 2003. 

-         Motion made by C/Major Dolce to accept minutes of 23 November 03; seconded by C/Captain Kasatkin

-         Unanimously passed

CMG

            Attendance is currently 45-50 active members

                        Past events include:

-Group ES Bivouac

-Group Dinner

-Few bivouacs, only 1 in past 6 months

           

CNYG

Attendance is currently 75 active members

-174th ANG Unit Commander promoted to General

-Only 1 CAC meeting since October

-NY406 is still not functioning properly (Only ~3 members)

-New with War is a shortage of meeting locations

Changes to the CAC include:

-SCG adopted the new NYWG CP CAC Guidelines

-C/SMSgt Heather O’Brien has become the Vice Chairperson for SCG

 

           


SEG

Attendance is currently ~105, 40 attending activities and 10 at CAC meetings

Past activities include:

Changes to the CAC include:

-C/1Lt Joe Dolce Resigned as Chair

WNYG

Task Force Reports:

 

Model Rocket Task Force:

            -Competition @ Cadet Fest 2003 cancelled

CLS Task Force:

-Original location is no longer available to be used (because it hasn’t been used in 7 years)

-Looking for new location

-Looking for CLS or RCLS manuals (C/1Lt Ayala says she has access to some)

-Would like to get as many Military officers as possible to teach classes

-This RCLS is in PA and on same weekend as COS

 

 

UNFINISHED BUSINESS:

 

Cadet Fest 2003:

-Schedule

-Proposed Schedule presented, and fixed to accommodate new times, see attached copy, Motion to accept schedule as revised by C/Capt Kasatkin-Unanimously approved

-Model will type up a propaganda packet that will forwarded via email to be dissipated to Group Cadets via Group Chairs and DCP’s.

-Reminder that 15 April is postmark date for registration and there will be no walk in registration at the door

-AE Activity

-Will cover as many topics as possible, with aims at younger cadets also and online activities.

-Intro to ES Class

            -C/2Lt Van Hise will instruct

-Cadet Bowl

            -Determined that CAC members should not compete

            -Ayala will compile questions and organize

            -Will be “Jeopardy!” style format

-Uniform Class

            -Is mandatory!

            -Group Chairs will be responsible for getting their cadets to the various activities

                        -Chain of Command

                                    -C/ Maj DolceàC/Maj King and C/Capt ModelàGroup ChairsàCadets

 

            CAC Trip 2003-

No longer possible to receive Military airlift due to War in Iraq-Trip cancelled/postponed, other options discussed (different time possibly…Fall 2003?)

                       

NEW BUSINESS:

 

            None

 

 

Open Floor

 

-         C/Maj Kasatkin inquired as to the BCS Staff Changes

-         C/1Lt Ayala inquired as to the forms on BCS

-         C/Maj Dolce responds 1 April

-         C/Maj Dolce states that as of 1 April and 1 successful term that CAC members in room will be able to wear a bronze star on CAC Ribbon after filing a form 2-A

-         C/Maj Dolce specified more information regarding CAC decorations

-         C/Maj Dolce explains proposals about NCO of the Year for Region and NCOs getting the choice to stay NCOs, also explains the new age requirement (12 years old)

-         FLG has had only 1 meeting, on a 1-day notice, the Wednesday prior to 29 March 2003.  Also Rep does not respond to emails.  Solution is that the Group DCP has decided to hold elections in April.

-         Explained about the NYWG Color Guard Competition going on during the 29 March 2003 meeting

-         14-15 June 2003 SEG will be participating in an Air Show @ Stewart ANGB.  Major Model spoke about the event, and how NYWG cadets can help

-         All members must be GES qualified

-         Uniform will be BDU’s

-         Some members will be able to work a concession stand in order to raise money for their Group

-         There will be no housing

-         Sexual Harassment within CAP reviewed, determined that it will be a topic discussed during the Cadets’ Rights Seminar at Cadet Fest 2003

-         C/Maj Dolce stated he that members should wear the  CAP uniform with an awareness of their surroundings

-         12-13 July 2003 Binghamton Regional Airport will host an Air Show.

-         SCG is organizing CAP front

-         More info including paperwork will be available in the future

-         12-13 July 2003 will be the ESAM Air Show within MEG

The motion to adjourn the 29 March 2003 NYWG CAC meeting was made by Nick Kasatkin C/Major, CAP and seconded by Seth Model, C/Captain CAP at 1510 hrs.  The motion was unanimously passed.
