MEMORANDUM FOR ALL CADETS, MINNESOTA WING

From: Captain Todd Mandel, 1999 Minnesota Wing Encampment Commander
Subj: 1999 Minnesota Wing Summer Encampment Basic Cadet Applications

Are you up to the challenge?
Are you ready to become a leader?

Do you want more than what "summer camp" can offer?

If you answered yes to any of these questions then you need to participate in the challenges and experiences available at this year’s Minnesota Wing Summer Encampment. The encampment is set for 19-27 June at Grand Forks Air Force Base, North Dakota. We have selected the best applicants for the cadet and senior training staffs. The Wing Liaison Officer has been working on arranging exciting and fun activities. The entire Cadet Programs Directorate has dedicated itself to making this encampment one of the most exciting, educational, challenging, and fun experiences you will ever have in CAP! As the Commander, I promise you that every staff member of encampment will be focused on our single goal, "to provide cadets with the most significant experience of their CAP cadet careers." Now that’s a tall order to fill, but we have a staff of dedicated, motivated, and outstanding CAP cadets and seniors who are ready and willing for the task!

Throughout the encampment you will participate in leadership exercises, physical training, team building, and personal challenges. We tour aircraft, visit Air Force facilities, go rappelling (when available), complete the confidence course, and experience unique opportunities. You will leave the encampment a better cadet and a better person than when you arrived. Don’t forget: To earn the coveted General Billy Mitchell Award you must graduate from a CAP encampment!

To apply to become part of the First Cadet Training Group (the name of the unit you will be part of at encampment), follow these steps using the form included in this packet:

  1. Complete the CAPF 31. Make sure your Unit Commander signs it. No picture is necessary.
  2. Circle the appropriate answers on the sticker attached to the front of the CAPF 31. You need to indicate your T-shirt size and whether you have completed an encampment before.
  3. Enclose a check, payable to "Minnesota Wing, CAP" for $100.00 ($115 if not postmarked by 12 May 99). Applications received without payment will not be considered complete. Your application WITH payment must be postmarked by 12 May 99 to avoid late registration fees. If a cadet needs financial assistance they should check the paragraph below. Cadets who need to make payment arrangements should contact Major Todd Mandel directly at ### prior to the 12 May postmark deadline.
  4. Mail the form and check to Minnesota Wing HQ, PO Box 11230, St. Paul, MN 55111-0230. Attn: Encampment

After receipt of your application you will receive a letter either confirming or denying your application. Applications postmarked by 12 May 99 will be given first consideration. All applications postmarked after that date WILL HAVE A $15 LATE FEE ASSESSED. There are limited slots so apply early! Priority selection will be given to Minnesota Wing cadets who have not attended encampment before, then to cadets from other wings who have not attended encampment before, and then to previous attendees. You must complete the Curry Achievement prior to 01 June 99 to be eligible to attend this encampment!

Financial Aid is available to help cover the encampment fee. At this time I anticipate the awarding of four 100% assistance grants and eight 50% assistance grants (subject to change). Cadets who are interested in obtaining one of these need based grants must send a letter to Major Todd Mandel, 1621 W. Main Street, Red Wing, MN 55066. Requests must be postmarked by 25 April 99 to be considered. The letter should include the following:

Cadets should also check with their home units, local VFW, American Legion, or local companies/organizations for financial assistance if necessary.

If you have any questions I encourage you to contact persons in your home unit. If your question is not answered then please feel free to contact one of the Encampment Executive Staff members:

Major Todd Mandel, Commander (email address)
Major Mike Donat, Commandant of Cadets (email address)
Captain Tom Kettell, Executive Officer (email address)
C/Lt Col Jim McTie, CTG Commander (email address)

I attended my first encampment in 1986 as a basic cadet. That experience has stayed with me since. The skills, knowledge, and abilities you will learn during this encampment will serve you well for a very long time. So do something different than many of your friends will do this summer. Take the challenge and make a difference in yourself. I promise you will never forget or regret it!

TODD ALLEN MANDEL, MAJOR, CAP
1999 MNWG Summer Encampment Commander
