Well, it is that time of the year again. I am sorry that this is so late, but there are many factors that contributed to it. Below, as well as attached, you will find the instructions for this year's New York Wing Speech and Essay Competition. The Speech Competition is held during the New York Wing Conference 30 May - 1 June 2003. The Essay Competition will be announced at the same Conference. I would like to see much more participation than last year. We had no one apply for the speech competition, and only one essay. Let's see if we can't do a lot better this year. LtCol Blair C. Box 1029 Plattsburgh, New York 12901-0049 NEW YORK WING SPEECH AND ESSAY COMPETITION FOR 2003 YEAR 1 March 2003 SPEECH COMPETITION: To be held at the NY WG Conference, 30 May - 1 Jun 2003. PREPARED SPEECH: The prepared speech is a ten (10) minute speech preselected from this year's list of topics. IMPROMPTU SPEECH: The impromptu speech is a three (3) minute speech that will be selected by the judges of the competition. SCORING RECORD: The scoring criteria sheet from CAPR 52-16, Figure 2-8 will be used for grading. See CAPR 52-16, page 18. ESSAY COMPETITION: The purpose of a New York Wing Essay Competition is to encourage cadets to enhance their written communications skills. RULES: 1. There are three different class groups in the competition. a. Middle (6th Grade to 9th Grade) b. High School (10th to 12th Grade) c. College 2. Each Group will select one cadet to represent the Group in each class. Groups are encouraged to use these procedures and rules to select their representative. 3. The essay needs to be between 300 to 500 words using Times New Roman font 12 point and saved as a Rich Text Format. Pictures or graphics are not permitted. 4. Suggest that each Group Cadet Program Officer collect all of the cadet entrees and establish procedures, using the guidelines contained herein, to select those Essays that will represent the Group at the Wing level. Please make sure that the essays are available in electronic form, as they will need to be emailed to the NYWG/CP at bcbiddle@aol.com at least 10 days prior to the NY Wing Conference; NLT 20 May 2003. 5. Cadets may be assisted with the essay for the purpose of training, but no one may write the Essay for the cadet. 6. The top essay in each class will be announced at the New York Wing Conference, and they will automatically be eligible for the Northeast Region Essay Competition, if they wish to participate. 7. Judges should have an education background, or a demonstrated ability to write well. They should not have any affiliation to any cadet. They must be Civil Air Patrol members or a member of the Armed Forces. 8. The scoring criteria sheet from CAPR 52-16, Figure 2-7 will be used for grading. See CAPR 52-16, page 18. TOPICS FOR THE SPEECH AND ESSAY COMPETITION - 2003 1. Why is "Positive Leadership by Example" so important? 2. Explain the importance of the Chain-of-Command and how it should be used. 3. Explain the meaning of integrity and its importance. 4. Why should we always do the right thing, even though no one else may ever know? 5. Is the Space Program and Space Exploration still important? This is my first time at this, and I am waiting for some of the information from previous years. After receiving that information, I may need to adjust some of the above.
